Consumer confidence in upstate New York declined nearly 3 points in May to 60, according to the latest monthly survey from the Siena (College) Research Institute (SRI).

NEW HARTFORD — By the end of this year, three new medical services will be up and running in the former Hartford Insurance building as St. Elizabeth Medical Center completes renovations.

St. Elizabeth bought the 84,000-square-foot building at 4401 Middle Settlement Road from Hartford for $3.4 million in January 2009.
